“Technological Forces of Ukraine” launches public portal for explosives production regulation reform

The association of private arms manufacturers “Technological Forces of Ukraine” has launched a public portal titled “Life Cycle: Explosives Production”, designed to systematise regulatory barriers and develop proposals for a permanent legal framework for the industry.

The initiative comes in response to the upcoming expiration, in July 2025, of Cabinet of Ministers Resolution No. 763, which temporarily regulated the production, procurement, and supply of explosives. TSU highlights the need for sustainable legislation aligned with the requirements of modern manufacturing.

“State standards have long lagged behind current technologies, and the industry cannot remain in a state of legal uncertainty after the resolution expires,” said Kateryna Mykhalko, Executive Director of TSU.

According to TSU, the full production cycle of explosives comprises 18 stages — from establishing a company and obtaining manufacturer status, to procurement, testing, and ensuring production safety. Most of these stages remain under outdated regulation or lack any unified standards.

The association’s members propose unifying the regulatory life cycle of explosives production, adopting relevant legislation, and developing a digital infrastructure, including an electronic account for manufacturers.

It is also worth noting, a free training programme for owners and managers of defence companies, organised by KSE and the Ministry of Strategic Industries, is set to begin in Ukraine in July.
