Ukrainian Ministry of Defence will provide the military with cash rewards for innovations
A dedicated Department for Intellectual Property has already been established within the Ministry

The Ministry of Defence of Ukraine is preparing a draft resolution that will define the procedure and amounts of monetary rewards for military personnel for the creation, implementation, and use of innovative developments. The proposed mechanism is intended to serve as a tool for the fair assessment of military inventors’ achievements, as well as an incentive for further research and the pursuit of technological solutions for the frontline.
A specialised Department for Intellectual Property has already been established within the Ministry. In addition to the legal registration of rights, the Ministry of Defence is working to foster a culture of respect for intellectual property within the defence sector.
The department has initiated two draft laws that amend the Civil Code of Ukraine in relation to the distribution of intellectual property rights to objects created by military personnel, and that regulate legal relations in the area of defence innovations.
It is expected that these changes will form the foundation for building a comprehensive intellectual property management system within the Ministry of Defence. Under this framework, promising developments created using public funds will be owned by the state, and the authors will receive fair remuneration.
