Zelensky: Ukraine opens defence exports, ready to produce $35 billion worth of drones and missiles in 2026

On 6 October, President of Ukraine Volodymyr Zelensky spoke at the International Defence Industries Forum, announcing that the country’s potential in drone and missile production alone will reach $35 billion next year.

According to Zelensky, 40% of the weapons currently used on the front line are produced in Ukraine or with the participation of Ukrainian companies. “The goal for our manufacturers, the government, and all involved institutions is clear: by the end of this year, at least 50% of the weapons on the front line must be Ukrainian-made,” the President stated.

Zelensky also said the time has come to launch exports of Ukrainian weapons: “Those types that we have in surplus — and therefore can be exported — should bring in funding for the kinds of weapons most needed for our defence.” He has instructed the government, the Office of the President, and the National Security and Defence Council (NSDC) to develop and present the key elements of this export system. The programme’s working title is Zbroya (“Weapons”).

According to Zelensky, Ukraine already has agreements to establish export–import platforms in Europe, the United States, and the Middle East, which are expected to become operational by the end of the year.

Back in June 2025, Zelensky announced the first step towards opening up arms exports — joint production with allied countries.
